Coalition Working to Create Regional Center of Excellence for Unmanned Systems

The endeavor, which includes effort to have Southern California designated as a

Unmanned Autonomous Systems test site, could increase investment in the region, spark job growth and bring additional companies to San Diego and Imperial counties

SAN DIEGO – March 22, 2013: The San Diego Military Advisory Council (SDMAC),

Association for Unmanned Vehicle Systems International – San Diego (AUVSI) and San Diego Regional Economic Development Corporation (EDC), in concert with regional Chambers of Commerce and Unmanned Autonomous Systems (UAS) Developers and industry associations, are leading efforts to create a region wide Center of Excellence for

Unmanned Systems that operate in the air, on the water, underwater and on land.

Unmanned Systems are growing in importance for many of federal government agencies, including the Department of Defense, and in the commercial market. It is one area where funding is growing, not decreasing.

The San Diego Area is well suited to be a Center of Excellence (COE) for Unmanned Systems with good weather, access to ranges (air, sea and land), academic institutions with strong engineering curriculums, a highly technical workforce, two large manufacturers of Unmanned Air Systems located here, and the largest concentration of military in the world which can be leveraged. SDMAC and EDC strongly believe this effort has the potential to increase investment in the region, spark job growth and bring additional companies to the area. For example, the UAS industry  more than 7,000 jobs and accounts for more than 12 percent of all Department of Defense contracting activities in San Diego County, according to an industry report by the San Diego North Chamber of Commerce. That report said the industry has the potential to nearly double its economic impact over the next seven years. As an example, Northrop Grumman’s decision to designate its Rancho Bernardo facility as their Center of Excellence for UAS development is expected to bring approximately 300 new jobs to the region.

As part of the effort to create a region–‐wide COE for Unmanned Systems, SDMAC and EDC are coordinating efforts to have Southern California designated as a UAS Test Site by the FAA.

FAA UAV Test Site Designation

The FAA has issued a Screening for Information Request (SIR), which is similar to a Request for Proposal (RFP), to designate six UAV test sites across the Continental United States to integrate Unmanned Air Systems into U.S. National Airspace. SDMAC and EDC coordinated a San Diego coalition of SDMAC, EDC, AUVSI, Imperial Valley EDC, County of Imperial, Holtville Airport and defense contractors, including Northrup Grumman Corporation, General Atomics, Cubic Corporation, and Epsilon Systems Solutions Inc.

This coalition joined an already established entity called California Unmanned Air Systems Portal (Cal UAS Portal), which is based in Indian Wells, to create a proposed  UAV Test Site that would extend From the NAS China Lake/Edwards Air Force Area, west to the ocean, south to the Mexican border and east to the Arizona border.

The proposed test range region is geographically diverse and includes airspace over mountains, high and low desert, an international border region and the ocean. It would provide the UAS industry with an easily accessible testing range.

By creating the ecosystems where UAS developers have easy access to the ranges, coupled with all the other benefits the area has, the region stands to benefit through job growth and other economic drivers.

The Imperial County Board of Supervisors approved a letter supporting the Imperial County Transportation Commission’s submittal of the community-based transportation Planning Grant for Safe Routes to School.
The Imperial County Transportation Commission and the Southern California Association of Governments, along with several County Departments, Cities, Imperial County Office of Education, federal agencies, and numerous local stakeholders have met on a regular basis to discuss and spread awareness on the need of the Safe Routes to School Regional Plan.
Safe Routes to School is a movement that has taken hold in communities throughout the United States. According to the California Department of Transportation, the concept is to increase the number of children who walk or bicycle to school by funding projects that remove the barriers that currently prevent them from doing so. Those barriers include lack of infrastructure, unsafe infrastructure, lack of programs that promote walking and bicycling and  through education programs aimed at children and community.
Safe Routes to School Programs are intended to fund projects that improve safety and efforts that promote walking and bicycling within a collaborative communion framework.
Supervisor Chairman Ray Castillo said that the success in the ICTC’s application is a much needed step forward in achieving social equity and a quality of life that been absent in the region for many years.
“An Imperial County Safe Routes to School Plan will create a blueprint by which local stakeholders can be guided by a regional strategy towards a safer environment for our young student.” Castillo said.
The Board approved the item with unanimous vote.
The Board of Supervisors also approved the final earthquake related repair by approving and awarded Pyramid Construction for earthquake road damage repair from Worthington Road at New River Bridge. The cost for this program will be $397,540 and the funding for this project came from Federal emergency funding that the County applied two years ago after the Easter Sunday earthquake.

The Imperial County Board of Supervisors supported a bill by Assemblyman Manuel Perez that will support various economic development projects at the border.
As requested by Supervisor District 1 John Renison, the board approved Assemblyman Manuel Perez’s (D-Coachella) AB 311 bill that expands the role of the California Infrastructure and Economic Development Bank to include facilitating infrastructure and economic development financing activities within the California and Mexico border region.
  ” Mexico is California’s top trade partner, with cross-border trade valued at more than $190 billion in 2011,” said Perez.  “Promoting infrastructure development in the economic corridor comprising the Coachella, Imperial and Mexicali Valleys can facilitate the region’s economic recovery and growth,” he said.  Provisions in the bill specifically prohibit state moneys from being used to finance projects in Mexico.
The Bergeson-Peace Infrastructure and Economic Development Bank Act authorizes the California Infrastructure and Economic Development Bank, governed by a board of directors, to make loans and provide other assistance to public and private entities for various types of economic development projects. The activities of the bank under these provisions are funded from the California Infrastructure and Economic Development Bank Fund, which is continuously appropriated for these purposes.
This bill would authorize the board of directors to enter into development and financing agreements for projects within the California-Mexico border region. The bill would authorize the bank to establish and participate in a bi-national financing authority to facilitate and support the economic development of communities within the region. The bill will require the bank to develop guidelines for the selection, review, and approval of the border region projects and authorize the bank to issue bonds, the proceeds of which would be deposited in the Bi-national Development Account.
Supervisor John Renison said  the border is now an issue of the entire County and the State of California, not just Calexico. Rension said they need this tool to finance  future projects that will enhance the U.S.-Mexico border. Rension added that the County could work with the financing of this bill to help create more lanes and expedite traffic at the border.
Former Supervisor Gary Wyatt said he  supports this bill and asked to monitor and work to expand some areas such as goods movement.
In related news, the Board of Supervisors approved a letter for California Senators Diane Feinstein and Barbara Boxer asking them to support the Cross Border Trade Enhancement Act of 2013 that will support the Public-Private Partnerships that would help the expansion and construction of the new Calexico POE.

After two years of holding the John Kirchenbauer Memorial Hall of Fame Golf Tournament at Del Rio in Brawley it was back to the Barbara Worth Country Club for the 7th Annual golf Tournament this past Saturday. It was a beautiful day for golf with blue skys and a slight breeze. The tournament added excitement by offering prizes from a chance to win a $1 million to a new car for a hole in one.  Les Rodgers was the one that got the chance and took a swing at $1million on Saturday at the BWCC and within 36 inches of cashing in…Wayne Davis won the longest-drive competition and Henry Garewal was only 24 inches from winning a new Toyota Camry. Winning the John Kirchenbauer Memorial tournament’s first flight was the team of Elliot Tagg, Josh Angulo, Brandon Angulo and Jacob Guillen, while second place went to Arek Legarra, Randy Andrews, Robert Malek and Abel Aguirre.  In the second flight, the winning team was Jesse Penalber, Henry Garewal and Larry Crowne, while second place went to Bobby Turner, JoJack Barker, Fred Pumphrey and Joey Pumphrey. Bobby Turner was also the winner of the Lakers/Clippers tickets with the Early Bird entry drawing. As a T-prize, each player received a Green & Gold sports folding chair with John Kirchenbauer Memorial Hall of Fame Golf Tournament imprinted on it…
Proceeds from the tournament are used to provide scholarships to help Holtville students further their education.
